September 9th was D-day for Syn City; Our starting point for sustainable and innovative business cases in the field of urban development, based on synergy of expertise of the young professionals present. It was an event with (ca. 50) enthusiastic people, a lot of positive energy, and a creative setting.

At the end of the evening six ideas were presented. The ideas are different but there are also some similarities, like the general usability in urban areas and closing loops or cycles.

During the last months of this year you will hear more about the ideas, and the final business cases. Thanks to everyone who was present for making this event a success!

During a creative brainstorm event at the beach on the 9th of September, 50 young professionals from leading Dutch companies in the Leaders for Nature network will synergise their expertises to come up with innovative and above all sustainable ideas for our future urban environment. The brainstorm event will lead to at least 5 business cases which will be presented to an expert panel.

The Binckhorst, a dense urban part of The Hague which is currently being redeveloped, will serve as our real-life starting point. The cooperation with the municipality, urban organism and local stakeholders ensures exciting business opportunities. So, your business case might even be implemented! (FULL STORY)

Brainstorm
Syn-City 2009 is an innovation platform that facilitates an ultimate brainstorm event with 50 young professionals on redeveloping dense urban areas. By synergy of all kinds of expertise new, innovative and sustainable city concepts will flourish, which are eventually judged by an expert panel. With an ambitious real-time case, redevelopment of The Binckhorst area in The Hague, this event ensures realistic business opportunities.

Setting

Synergie in de keten en kringloop

Bij Syncity denk ik aan de combinatie van de volgende thema’s in de bebouwde omgeving: samenwerking, beleving en nieuwe diensten en producten.

Industriële ecologie
Mijn visie is gebaseerd op industriële ecologie, of te wel industriële symbiose. In een dergelijke synergie komen diverse functies van een omgeving (wonen, bedrijvigheid/industrie, recreatie, ecologie etc.) bij elkaar en vormen een keten en/of cyclus. Hierbij worden energie-, stof en logistieke stromen gedeeld of gezamenlijk opgewekt/beheerd. Door samenwerking kunnen winsten geboekt worden op gebieden als efficiëntie (minder energieverbruik, schaalvergroting, minder afval en afval wordt grondstof ), ecologie (minder emissies), economie (minder kosten door hogere efficiëntie en minder emissies).

De synergie tussen de gebiedsfuncties kan plaatsvinden door het aan een schakelen van de functies in een cyclus of in een keten. In een cyclus spreken we over een gesloten omgeving, waarbij de verliezen (energie, afval) zo min mogelijk zullen zijn.

Door het afstemmen en koppelen van de diverse systemen worden de diverse gebiedsfuncties afhankelijk van elkaar. Deze afhankelijkheid kan beperkt worden door voorzieningen te treffen, zoals door een energetisch autarkisch systeem toch te koppelen aan het energienet.

Praktijkvoorbeelden
In de praktijk kan men dus industrie koppelen met woonwijken, waarbij energiestromen en stofstromen gedeeld worden. In Kalundborg (Denemarken) heeft de stad een warmtenet dat gevoed wordt door de restwarmte van de eletriciteitscentrale. Tevens zijn er diverse industriële bedrijven aan elkaar gekoppeld zodat bijvoorbeeld afvalstromen, in plaats van ruwe delfstoffen, de grondstoffen vormen voor producten.

In het concept van de Zonneterp, worden woonwijken gekoppeld via vergistings- en composteringsprocessen gekoppeld met de tuinbouw. In dit concept wordt organisch afval vergist voor energieopwekking, waarna het restmateriaal gecomposteerd wordt voor de bemesting van de tuinbouwgewassen.

Potentie
Door deze vormen van samenwerking kunnen bestaande technieken gekoppeld worden waardoor er duurzame innovatieve systemen ontstaan. In deze systemen wordt aldus verantwoord omgegaan met de leefomgeving door het voorzien in behoeften en het beperken van schadelijke emissies. Deze systemen kunnen ook de voedingsbodem zijn voor het uittesten/ volwassen worden van nieuwe technologieën en het creëren van nieuwe producten of diensten. Gedacht kan worden aan de Happy Shrimp Farm, productie van diverse secundaire bouwmaterialen

Beleving en inbedding in het landschap
De innovatieve samenwerkingsvormen dienen tevens in balans te zijn met de omgeving waarin zij zich bevinden. Om dit te bewerkstelligen dient men bij de bouw/installatie de gebiedsfuncties en systemen zo goed mogelijk in te passen in het bestaande landschap. Hierbij spelen bouwstijl, de keuze van de bouwmaterialen/ -technieken een belangrijke rol. Door bijvoorbeeld de verdiepte aanleg en/of vegetatiedaken kunnen storende elementen in het landschap voorkomen of gecamoufleerd worden. Door (het aan een schakelen van) ontstaat tevens een “tweede” landschap.

Nieuwe diensten
Woon- en bedrijfsgebieden hebben tevens behoefte aan bepaalde dienstverlening. De behoefte en de voorzieningen zijn niet altijd in balans met elkaar. Postkantoren en bankfilialen zijn de laatste jaren alleen maar gereduceerd. Gedacht kan worden om diverse diensten te koppelen; Zoals een tram die naast personen ook goederen vervoerd.

Copenhagen's waste plan 2008

This article shows that not only innovative constructions, water efficiency and alternative energy sources are relevant. It stresses the importance to completely restructure the system as a whole. Adapting a waste management system as described below takes sustainability in a city to a higher level.

Copenhagen's waste plan 2008: Copenhagen puts only 3% of waste into landfill

Summary

Copenhagen has taken an innovative and adaptive approach to waste management. Its motto is — less waste, more separation. The system works because it it's flexible — taking into consideration the differing needs and habits of every citizen and business around the clock. For example, people can return paint waste to the paint shop or medicine waste to the pharmacy. Waste drop off points are local and have flexible hours of operation. The system has reduced CO2 emissions by 40,000 tons CO2 and generated 1,000,000 MWh of additional energy — enough to power 70,000 homes annually — by turning waste to energy.
What is it?

Copenhagen's "Waste Plan 2008" is a detailed plan to reduce waste and improve management over the period of 2005-08. The Plan is revised every four years and covers a twelve-year period to ensure it delivers long-term solutions. It is very flexible and is constantly adapting to input from businesses and the community. The City has five objectives for waste management:

1. There must be less waste and less hazardous substances in the waste.
2. Waste resources must be better utilized, reducing the amount of waste to be incinerated and put in landfill
3. As much of the environment must be protected as possible for the money
4. The waste system must be adapted to the city
5. The waste system must be logical and well known

How does it work?

The Copenhagen waste system works in three ways:

Waste prevention

Promoting prevention through information on either how to avoid waste or how to sort your already generated waste;
Local regulation clearly stipulates the duties as a citizen or a business concerning waste behavior;
Encouraging less packaging, reuse of products through the establishment of recycling schemes (for furniture), composting schemes or other activities that lead to lower quantities of waste;
By participating and partly funding Agenda 21 projects, where citizens with special interest in waste prevention set up local schemes and activities to focus on waste and pin-point ways people can dispose of their waste in the right way.

Separation

The city has strict agreements with waste contractors — both private and public — that ensures only separated waste is removed. Households and businesses that fail to separate their rubbish will not have it removed;
Bags and bins are provided for households, for businesses they are not;
Bottles, cans, newsprint, paper and cardboard and almost all construction waste are collected at the source;
A Caretaker scheme has been essential in helping the community and business dispose of waste correctly. Waste caretakers – located in street blocks - help residents and businesses dispose of waste correctly, by providing advice. This has enabled:
- Shops to take waste back
- Options for the disposal of hazardous waste; it can be delivered to recycling
centres, the caretaker, a number of shops, and to the Eco-Collection Vehicle.
The City seeks continuously to encourage the separation of rubbish – for example, by establishing more civic amenity sites and local recycling centers. Many Copenhageners cannot get to the sites, and therefore the City is working on establishing smaller and car-free district recycling centers in the neighborhoods;
There are also local environmental centers that inspire citizens to participate in local projects on, for example, waste separation, traffic and organic food.

Treatment
Public companies operate the plants for incineration and landfill.

Incineration: energy recovery is achieved through the incineration of domestic waste and some types of bulky waste. In 2004 39 % of all waste from the City was incinerated. Incineration plants generate power and heat for thousands of households, and in so doing put to use the energy contained in the waste. The amount of heat and power generated from waste in Copenhagen in 2004 corresponded to the consumption in 70,000 households: 210.000 MWh power and 720.00 MWh heat.
Special treatment: Copenhagen is increasing awareness of chemicals, informing businesses about alternatives and making it easier to discard them correctly: A team at the EPA work with businesses on correct handling and disposal of chemicals. Fluorescent tubes, low-energy bulbs, and solarium tubes may contain mercury and must be handled carefully. Most hazardous waste goes to landfill.
Waste from building activities: must be separated for recycling. Due to the high levels of building activity that take place in Copenhagen, building waste is by weight the largest waste type. 85% of the building waste goes to recycling. As a minimum, the City wishes to maintain this rate. New initiatives aim to increase the recycling rate.
Landfill applies to waste that cannot be further treated and requires a safe place to prevent environmental damages, such as asbestos, impregnated wood and pvc.

Costs
Copenhagen has 33,000 sites where waste is picked up. This makes up 3,000,000 pick-ups annually. The remaining costs cover waste treatment and administration of the many schemes. The figures below show cost distribution over the different types of waste. Costs cover collection, treatment and administration. Costs for collection of domestic waste are by far the largest making up 50%; however, collection of hazardous waste is the most expensive scheme in cost per ton. This is due to the fact that treatment of hazardous waste is far more expensive than treatment of domestic waste.

Generally it is cheaper to recycle waste than to incinerate waste.

Next steps
At many construction sites, there is room for improvement of waste separation. The City of Copenhagen is working closely with developers, contractors, and haulers to have more building waste separated. There may be a need for adapting the rules for separation to match the successes in other areas.
Application

Adaptable: Making the system adaptable to the individual habits of households and businesses is the key to success

Providing options: Finding creative and practical ways for people to dispose of their waste easily and correctly

Easy separation: It must be easy to separate waste. User-friendly systems, clear information and involvement of citizens and businesses are key words in the waste strategy. Users must know how to separate waste and why. Waste from households makes up around one quarter of all waste in the City. A large portion can be recycled if it is separated at source.

Bouw een complete, duurzame stad als bewijs dat het kan

Nederland kan de toon aangeven in duurzaamheid als het een emissie- en afvalloze stad voor 40.000 inwoners bouwt.

Zoals ieder Europees land heeft Nederland ambitieuze klimaatdoelen voor 2020. Geen gemakkelijke opgave, temeer daar wij sterk achterlopen op het gebied van duurzaamheid: slechts 3,4 procent van onze energie is duurzaam, niet veel vergeleken met 7,1 procent in Duitsland en 17,3 procent in Denemarken.

De geplande extra overheidsinvesteringen om tegelijkertijd de kwaliteit van het milieu te verbeteren en de gevolgen van de recessie in te dammen, vormen een goed moment om een doorbraak te forceren. Wij stellen voor om in Nederland een groene, duurzame stad voor 40.000 inwoners te bouwen, een stad met zo min mogelijk emissies en afval. Zo’n stad van 40.000 inwoners, laten we deze Duurstede noemen, heeft een schaalgrootte die redelijk compleet is, met eigen scholen, eigen theater, eigen vuilnisafvoer enzovoorts. Duurstede mag geen slaapstad worden met alleen woonhuizen, er moet ook voldoende werk zijn.

Ons huidige beleid om tot een duurzame samenleving te komen schiet tekort op twee kritieke punten. Op de eerste plaats raken we niet de kern van een duurzame samenleving, omdat we het gedrag van bedrijven en consumenten niet aanpakken. Windmolens maken de elektriciteit wel schoner, maar verminderen niet de energieconsumptie. Het isoleren van huizen zal het energieverbruik wel beperken, maar het pakt ons gedrag niet aan. De kern van een duurzame samenleving is dat we zo gaan leven dat we de aarde niet uitputten.

Ten tweede is het rendement op onze investeringen in duurzaamheid nog veel te laag. Veel oplossingen, zoals windturbines en zonnepanelen, zijn geïmporteerde technologieën. Veel beter zou het zijn als we de techniek zelf ontwikkelen. Zo werd de Nederlandse waterbouw door de Deltawerken gedwongen om grootschalige oplossingen te bedenken. Inmiddels is Nederland toonaangevend op het gebied van waterbouw.

Het roer moet daarom om. We moeten twee doelen simultaan realiseren. Ten eerste een gedragsverandering die gericht is op verbetering van klimaat en milieu op lange termijn.

Ten tweede zal duurzaamheid ook economisch duurzaam moeten zijn. Dat vergt investeringen en kennisopbouw in Nederland zodat we ook economisch kunnen profiteren van uitgaven aan duurzaamheid.

Deze doelen komen naderbij door Duurstede te bouwen. Het uiteindelijke doel is een 100 procent emissie- en afvalloze stad met een duurzame productketen en minimaal energieverbruik. Een stad waarin leef-, woon-, werk- en recreatiepatronen bij elkaar komen en inwoners een vergelijkbare woon- en leefkwaliteit genieten als in een conventionele stad.

Het ontwerpen en bouwen van Duurstede zal een positieve invloed hebben op het gedrag, het dagelijks denken en doen in het lokale leefklimaat. Dat moet een omgeving zijn die de weg wijst naar een nieuwe toekomst, een proeftuin en demonstratiestad waarin zowel nieuwe innovatieve oplossingen als bewezen technologieën, producten en kennis geïntegreerd toegepast en opgeschaald worden. Daarbij dienen ook alle subsidiegelden in deze stad gealloceerd te worden zodat alle inspanningen in elkaar passen en een optimaal effect zullen hebben.

Dus niet alleen warmtepompen en -wisselaars, elektrische auto’s met voldoende aansluitpunten, huizen met passieve warmteopslag, zon- en windefficiënte planologie. Maar ook technologieën die nu nog in ontwikkeling zijn. Kruideniers, vervoerders, horecabedrijven, verfproducenten, verlichting- en elektronicafabrikanten, scholen, bouw- en installatiebedrijven en energiebedrijven moeten er experimenteren en de nieuwste vindingen toepassen. Duurstede moet als een magneet werken. Het trekt kennis, bedrijvigheid en werkgelegenheid naar Nederland, creëert onverwachte vindingen en biedt kansen die te exporteren.

Onrealistisch? Nee, het concept van een duurzame stad is niet nieuw, maar bestaat nog niet binnen een westerse samenleving. In Abu Dhabi wordt Masdar gebouwd, een emissie- en afvalloze stad. Het ontwikkelen van een dergelijke stad in Europa vereist andere oplossingen.

De komende vijf jaar worden in Nederland zo’n 400.000 nieuwe woningen gebouwd. Duurstede met zijn 40.000 inwoners kan daarvan deel uitmaken. Wij hebben niet een speciale plek voor Duurstede in gedachten. Denkbaar is ook een grote stadsuitbreiding zoals bij Almere. Almere wil modulair groeien met meer dan 150.000 inwoners, en tegelijkertijd 100.000 nieuwe arbeidsplaatsen creëren, met duurzaamheid hoog in het vaandel.

In december wordt de nieuwe internationale duurzaamheidagenda bepaald tijdens de VN-klimaatconferentie in Kopenhagen, ter vervanging van het Kyoto-protocol. Dit biedt voor Nederland een uitgelezen kans om Duurstede internationaal te presenteren.
